This solicitation, identified as RFQ 1240BD26Q0077, is a total small business set-aside under NAICS code 541380 with a size standard of $19 million, and only small business concerns are eligible to respond. Offers must be submitted as a single PDF file via email to jorge.somoza@usda.gov no later than August 5, 2026, at 2:00 PM Pacific Daylight Time; late or improperly formatted submissions will not be accepted. Evaluation will prioritize technical capability, starting with laboratory location and IBOL certification, followed by past performance on similar water testing contracts, with price considered only for fairness and reasonableness—not as a scoring factor. The award will go to the highest technically rated offeror, and no tradeoffs between price and technical merit will occur. Mandatory contract clauses cover small business compliance, cybersecurity, trafficking in persons, Buy American requirements, and anti-discrimination certifications. All testing must adhere to Idaho state protocols, and the contractor must comply with all federal regulations, including SAM registration and certification regarding tax matters and payments to influence federal transactions. Payments will be processed through the USDA-FS CSA NORTHWEST 2 office in Portland, Oregon.
