AI Contract Overview
This solicitation, numbered 1240LU26Q0065, is a combined synopsis and request for quotation under FAR Part 12 for the drilling of a potable water well at the Salmon River Seed Orchard within the Nez Perce-Clearwater National Forests in Idaho. The project is set aside exclusively for small businesses with a NAICS code of 237110 and a size standard of $45 million in average annual receipts, making it a total small business set-aside. The work involves drilling a well to a target depth of 250 feet, with a maximum of 300 feet, to supply potable water to the nursery on-site. The well must meet specific performance criteria, including a minimum sustained yield of 10 gallons per minute for 24 hours or 5 gallons per minute for 72 hours, and must comply with State of Idaho regulations and referenced standards such as ANSI, AWWA, and ASTM. If the first well does not meet specifications, a second well will be drilled at an alternate location, and if that also fails, a third well may be required—all subject to strict decommissioning protocols for non-conforming wells. The estimated contract value ranges from $100,000 to $250,000. Work is scheduled to begin no earlier than June 1, 2026, and must be completed by May 31, 2027, with performance contingent on timely notice to proceed and a 180-day completion window thereafter. Contractors are not required to attend an official site visit but are strongly encouraged to visit the location to understand site conditions. Quotations must include a schedule of items, an experience questionnaire, and a bid guarantee of 20% if the offer exceeds $150,000. Performance and payment bonds are required at 100% of the contract value if the amount exceeds $150,000, while payment protection is required for contracts between $35,000 and $150,000. Acceptance of the work occurs on-site and is governed by FAR 52.246-12, with final approval dependent on successful yield testing, bacteriological analysis, and chemical compliance. The award will be made to the technically acceptable offer with the lowest price using a lowest price technically acceptable methodology, with experience being the primary evaluation factor
