Full Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for long lead urethane polymer materials for use on in-house manufacturing of fleet support components. The NGD9 castable urethane required by NSWCCD is manufactured by UTC Aerospace Systems. The NAICS code is 326291 and the business size is 500 employees. The proposed purchase order is being solicited on a sole-source basis to UTC Aerospace Systems. The proposed action is for the procurement of NGD9 polymer material which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: UTC Aerospace Systems is the sole manufacturer and the only approved US vendor for this material. The NSWCCD intends to award a firm fixed-price purchase order to UTC Aerospace Systems using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 22 June 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/22/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
