The National Oceanic and Atmospheric Administration’s Acquisition and Grants Office, Eastern Acquisition Division, is conducting market research under a Sources Sought Notice to identify qualified small businesses capable of developing a scalable and repeatable processing framework to generate authoritative geodetic coordinates for Continuously Operating Reference Stations (CORS) not currently included in existing National Geodetic Survey (NGS) multi-year solutions. The work involves ingesting and managing Global Navigation Satellite System (GNSS) observation data and associated metadata, implementing multiple independent processing methodologies such as PPP and double-difference techniques, validating coordinate estimates against NOAA’s CORS Network and International GNSS Service products, applying the Interframe Deformation Model 2022 (IFDM2022) for crustal deformation analysis, and delivering operational coordinate products with comprehensive metadata, uncertainty analyses, and quality assurance outputs. The requirement is aligned with the modernized National Spatial Reference System (NSRS) and its reference frames, including NATRF2022, PATRF2022, CATRF2022, and MATRF2022, and demands expertise in geodetic network adjustment, coordinate estimation, and long-term operational sustainment. This effort is classified under NAICS code 541690, with a small business size standard of $19 million in average annual receipts, and is exclusively targeted toward small business sources without specific socioeconomic set-asides. Responses must be submitted through a specified Google Form by 12:00 PM Eastern Standard Time on Friday, May 29, 2026, and are strictly for market research purposes—not as a solicitation or binding commitment. The Government will not compensate respondents for the cost of preparing submissions, and all information provided becomes the property of the United States Government. While no formal contract clauses, pricing, or award evaluation factors are included, the Notice outlines critical performance deliverables including operational workflow documentation, software and script packages, technical training materials, and a final digital delivery package containing all source code, configuration files, and QA/QC records. The base performance period is expected to be one year, with up to two optional follow-on years contingent on funding and performance. Technical oversight is managed by Dr. Dana J. Caccamise II and Dr. Dan Gillins at NGS in Silver Spring, MD, while contractual inquiries should be directed to Spencer Matsushima and Stacy Dohse. The contractor must comply with NOAA and Department of Commerce IT security protocols for handling sensitive geodetic data and
