Starting on or about March 1, 2016, the National Heart Lung and Blood Institute (NHLBI) Office of Acquisitions requires all prospective offerors to register with and submit proposals through Compusearch's FedConnect portal for response to future research and development (R&D) and non-R&D open market procurements. This mandate applies to solicitations managed by the NHLBI Consolidated Operations Acquisition Center and extends to several associated Institutes and Centers, including NHGRI, NIAMS, NIBIB, NIDCR, and the Center for Scientific Review. FedConnect serves as a secure, auditable, web-based platform to facilitate communication and streamline the procurement process with multiple federal agencies, promoting a paperless and environmentally friendly acquisition system. There is no cost associated with using FedConnect, and vendors must complete registration via the FedConnect website to participate in solicitations. Technical support and registration assistance are provided by Compusearch Software Systems, not the NHLBI Office of Acquisitions, with contact resources including a help desk phone number and email. The contract lists key contacts at NHLBI for procurement inquiries, including a Supervisory Contract Specialist and a Contracting Officer, both accessible via email and phone. This transition to FedConnect underscores NHLBI's commitment to efficient, transparent, and eco-friendly federal procurement procedures.
