Major programmatic and technical thrusts are directed toward merging advanced technology and a variety of Commercial-Off-The-Shelf (COTS) and Government Off-the-Shelf (GOTS) hardware and software into various C4ISR system variants and configurations, primarily supporting joint C4ISR and Cybersecurity needs of the military. While most of this work addresses the Navy's requirements, support also includes Marine Corps, Air Force, Army, and Coast Guard programs. Other Government agencies, such as the Department of Homeland Security, frequently call on our C4ISR expertise as well. This is a follow-on requirement to an existing MAC that was competed via full and open competition and awarded to MC Dean, Inc. under contract N66001-21-D-0030; Science Applications International Corporation (SAIC) under contract N66001-21-D-0031; Serco, Inc. under contract N66001-21-D-0032; Systems Engineering Support Company (SESCo) under contract N66001-21-D-0033; and VT Milcom, Inc. under contract N66001-21-D-0034. The ordering period of the existing contracts ends on 10 December 2025. NIWC Pacific does not intend to hold an industry day for this requirement. This proposed acquisition has security requirements at the Secret level. This is a full and open competition, anticipated to result with a MAC. NIWC Pacific intends to issue solicitation RFP N66001-25-R-0021 for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Contract Line-Item Number (CLIN) for Services and a Cost CLIN for Other Direct Costs (ODCs)/Materials. There are some anticipated local travel requirements for this contract. The prospective contract will have a seven-year ordering period. The estimated level of effort for the total requirement is 315,840 hours. The NAICS code for this procurement is 334290 with a size standard of 800. A Bidders Mailing List will not be established, and hard copies of documents will not be provided. The solicitation will only be available electronically on the Naval Information Warfare Systems (NAVWAR) Command E-Commerce Web Page at https://e-commerce.dc3n.navy.mil/ under NIWC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site.
