Navsup Weapon Systems Support (NAVSUP WSS) Philadelphia plans to issue a sole source solicitation to Rockwell Collins for the repair of specific supply items detailed in Attachment A. Rockwell Collins is identified as the Original Equipment Manufacturer and the only known source capable of providing the necessary repair support, as the government does not possess the data or rights to obtain the items from other suppliers. While other responsible sources may submit capability statements or proposals, the government intends to negotiate exclusively with Rockwell Collins under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing that no other supplies or services will satisfy agency requirements. Source approval is required for any firm not currently authorized to manufacture the material, but the procurement schedule will not be delayed awaiting this approval. The contract falls under NAICS code 334220 and PSC code 5821 and is not set aside for small businesses. Electronic submissions are required, and no telephone inquiries or hard copy distributions will be accommodated. Interested parties must submit their capabilities and qualifications by the specified deadline via email to the designated point of contact, Rebecca L. Jordan. Despite being a sole source action, the agency will consider all responses received within 15 days of the notice publication before determining whether to proceed without competition. Information for submitting Source Approval Requests is available online, but awards will proceed without delay regardless of pending approvals.
