Solicitation # RFP-Template_format_fixed_CCT_Sturgeon-Residence-10-1-2026-xbmk.pdf
The Confederated Tribes of the Colville Reservation is soliciting proposals for the design and construction of a move-in-ready residence at the Sturgeon Fish Hatchery site in Nespelem, Washington. The project consists of a one-story, approximately 1,598-square-foot dwelling featuring three bedrooms, two bathrooms, and an attached two-car garage. While the Teton floor plan by Adair Homes is provided as a design reference, the selected contractor must develop an original design and assume full responsibility for all architectural, structural, engineering, and permitting requirements. The scope includes all labor, utilities, and site development, with specific options for alternates such as a hip or metal roof, radon systems, and expanded electrical or septic capacity to support future construction. Proposals are due by 3:00 p.m. PST on October 30, 2026, and must not exceed 30 pages. Award selection is based on a criteria evaluation process weighing total proposed cost, personnel qualifications, project understanding, experience, and Tribal Employment Rights Office (TERO) certification, with preference given to Colville Business Enterprises. A responsible Indian Offeror may be awarded the contract if their price is within 10 percent of the lowest non-Indian offer. Contracts exceeding 100,000 dollars require a performance bond; otherwise, a 25 percent retainage is mandatory. Funding is subject to the Tribe's annual appropriation process, meaning contracts are awarded for the remainder of the fiscal year and are renewable annually based on the availability of funds in the tribal treasury.

The City of Oshkosh acquired the former Washington School site from the Oshkosh Area School District in 2024. Following environmental assessments and necessary remediation, the City demolished the existing school structure in 2025 and subsequently divided the property into 18 lots. Nine of these lots have been allocated to Habitat for Humanity Oshkosh, while the remaining nine lots are now available through a Master Builder Request for Proposal (RFP) issued by the City. The RFP targets builders interested in developing these nine infill housing lots, which are fully prepared for home construction with installed sanitary sewer, water laterals, and private stormwater controls, all completed by the fall of 2025 as part of the City’s infrastructure improvements. The solicitation for the nine lots was posted on May 1, 2026, with a response deadline set for June 5, 2026. These lots are located in Wisconsin and are part of a city-led redevelopment effort aimed at enhancing infill housing opportunities. Interested parties can direct all inquiries to the City of Oshkosh representative, Hannah Schueler. The project highlights a collaborative approach to revitalizing the area while ensuring stormwater management and utility needs are addressed, thus providing a ready-to-build environment for potential developers.

In 2024, the City bought the former Washington School site from Oshkosh Area School District (OASD). After environmental investigations and remediation, the City demolished Washington School in 2025. In 2025, the City platted the site into 18 lots as shown in Attachment A, with nine (9) lots to go to Habitat for Humanity Oshkosh. The City has issued this Master Builder RFP for remaining nine (9) lots in the Washington School Plat. The proposed Master Builder Lots are highlighted on Attachment 3. In the fall of 2025, the City installed sanitary sewer and water laterals for each lot to a location behind the sidewalk. As part of the utility work, the City also installed stormwater controls in the front and rear yards of the lots as required by the stormwater management plan. These storm water controls are private and will be maintained by the subdivision as a whole. The lots are prepared for home construction.
