Full Description
The National Institute of Standards & Technology (NIST) intends to negotiate on a sole source basis IAW RFO Part 12.102(a), statutory authority 41 U.S.C. 1901, with Cameca Instruments, located in Fitchburg, Wisconsin for services to a NIST-owned Cameca IMS1270E7.
Sole Source Rationale:
The Surface and Trace Chemical Analysis Group (STCAG) conducts research supporting measurement science, isotopic measurements, materials characterization, and nuclear forensics. The group operates a Cameca IMS1270E7 large geometry secondary ion mass spectrometer (LG-SIMS), which requires OEM maintenance to ensure reliable operation and minimize downtime.
Cameca Instruments, Inc. is the original equipment manufacturer (OEM) and maintains exclusive access to proprietary software, specialized diagnostic tools, engineering documentation, and technical schematics required to diagnose, maintain, repair, and calibrate the IMS1270E7. Only Cameca factory-trained service engineers are authorized to perform service in accordance with manufacturer specifications.
If this service is not obtained, NIST risks extended instrument downtime, loss of measurement capability, and delays to critical research and partner deliverables.
Cameca Instruments is the manufacturer of the Cameca IMS1270E7. Cameca Instruments has stated that its employees are the only factory trained representatives authorized to support the Cameca equipment in North America. Cameca Instruments does not support any authorized third-party resellers for services or spare parts.
The resulting order is anticipated to be Firm-Fixed-Price. The NAICS Code is 811210 – Electronic and Precision Equipment Repair and Maintenance with a size standard of 34 Million Dollars.
No solicitation package will be issued. This notice is not a request for competitive quotations. However, responsible sources believing they can satisfy the Government's minimum requirements are invited to submit a capability statement demonstrating their ability to provide OEM-equivalent service for the Cameca IMS1270E7. Responses received by the listed due date will be considered by the Government.
