The contract pertains to the replacement of outdated CAT 3 Ethernet cabling with modern CAT 6a cabling across five buildings at the U.S. Fish and Wildlife Service’s Southwestern Native Aquatic Resources and Recovery Center in Dexter, New Mexico. The work involves removing obsolete cabling, installing new structured cabling through walls and ceilings using appropriate conduits or trays, terminating cables at patch panels and wall jacks, and ensuring all cabling is properly labeled and documented according to industry standards such as TIA-568-C, TIA-606-B, TIA-607-B, and ANSI/TIA/EIA-606-A. Labeling requires consistent identification at both ends of horizontal cables, color-coded electrical tape markings for RF cables by frequency band, antenna tags detailing type and tower location, and faceplates with labels and dust covers. As-built drawings and a certified LAN Room Cat6 Cable Test Report must be submitted within 30 days of occupancy. All work must comply with NEC, NFPA, IEEE, and UL standards, and firestopping must be installed per manufacturer instructions and verified by the Government. The period of performance is from May 18, 2026, to November 17, 2026, with delivery FOB destination at the Dexter site. The award will be made based on a best-value trade-off approach, prioritizing technical approach and understanding of the Statement of Work as the most critical factor, followed by past performance and price. Offerors must submit two volumes electronically by May 11, 2026: Volume I (technical approach and past performance) limited to 15 pages, and Volume II (pricing). At least three past performance examples with full project details must be included. The contract is set aside for small businesses and includes standard Federal Acquisition Regulation clauses requiring compliance with Buy American provisions, contractor ethics and whistleblower protections, privacy training, restrictions on Kaspersky and ByteDance software, and supply chain security mandates. Payment must be submitted through the Invoice Processing Platform, and all contractors must have an active Unique Entity Identifier and CAGE code. Although no pricing or contract value is specified, the Government reserves the right to select the most advantageous offer, not necessarily the lowest-priced, and all deliverables are subject to on-site inspection and acceptance by the U.S. Fish and Wildlife Service at the Dexter location.
