NOAA: 2.54m Buoy Frame & Bridles for the National Data Buoy Center (NDBC)

The National Oceanic and Atmospheric Administration (NOAA), through the Eastern Acquisition Division, is seeking a firm fixed price contract for the fabrication and delivery of four 2.54-meter buoy frame and bridle assemblies for the National Data Buoy Center at Stennis Space Center, Mississippi. This procurement is a total small business set-aside under NAICS code 332999, with award to be made on a lowest price technically acceptable (LPTA) basis in accordance with FAR 12.203(c)(2). All offerors must be registered in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI), as no award will be made to unregistered entities. The solicitation requires submission of a single comprehensive proposal including completed form pages, UEI, SAM registration confirmation, past performance references, manufacturing location, lead time, and compliance with organizational conflict of interest disclosures. Technical compliance is mandatory and will be evaluated on a pass/fail basis against specified drawings, welding standards (AWS D1.2 and D1.6), pressure testing requirements (NDBC-8090), and material specifications including 316 SST and UHMW plastic. A first article must be produced and approved prior to full production, with inspection and acceptance occurring upon delivery at the NDBC facility. Pricing must be submitted for two CLINs: one for the first article unit and three for the production units, with all costs including shipping and handling. The evaluation does not permit trade-offs between technical compliance and price; only those who meet all technical requirements are eligible for award, with selection based solely on the lowest evaluated price. The original response deadline has been extended by five days to allow for review and resubmission, and all prior respondents must sign and return Amendment 0001 via SF-30 as a condition of continued consideration. Invoicing must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform, and payment will be handled by the EAD-SAP office in Norfolk, Virginia. All submissions must be emailed directly to the designated point of contact and no faxed or portal-based submissions are permitted.
