AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) is soliciting firm fixed price quotes for CIAO Wireless Amplifiers (P/N: CA24-456) under a total small business set-aside, with award to be made to the most economically advantageous offeror meeting all technical requirements. This is a brand-name-only requirement, as the CIAO Wireless Amplifier is essential to the operational integrity of the WSR-88D Severe Weather Radar systems within the NEXRAD Program, and no alternative product can satisfy the precise form, fit, and function needed without introducing unacceptable risks of system downtime, extensive testing delays, or performance degradation that could compromise weather detection, public safety, and data integrity. Only authorized resellers of CIAO Wireless, Inc. are eligible to respond, and all quotations must demonstrate full compliance with the exact technical specifications outlined in the solicitation. Each amplifier must be shipped individually packaged, palletized with shrink-wrap and double-strapping, and labeled in strict accordance with MIL-STD-129M and MIL-STD-1189B standards, including mandatory barcoding, serial number tracking, and waterproof packaging per MIL-PPP-E540, Class 1. All deliveries must be sent to the NOAA National Logistics Support Center in Grandview, Missouri, and acceptance is contingent upon successful government inspection at that location. All offerors must be registered in the System for Award Management (SAM) with an active Unique Entity Identifier (UEI), and failure to provide proof of registration will result in non-responsiveness. The solicitation is a 100% small business set-aside under NAICS code 334419, and proposers must verify their small business status in SAM and affirm it in their response. Evaluation is conducted on a lowest price technically acceptable (LPTA) basis, with technical acceptability determined first on a pass/fail basis considering conformance to specifications and past performance, and price serving as the decisive factor among technically acceptable offers. Invoicing must be submitted exclusively through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP), and contractors are subject to mandatory clauses on whistleblower rights, prohibitions against confidentiality agreements that restrict government reporting, sustainable procurement, combating trafficking, and child labor protections. Performance timelines are offeror-defined, but delivery lead time must be specified, and contractors must request advance permission for after-hours access to federal facilities, with no flexibility for non-compliance in packaging, labeling, or SAM requirements

Full Description
The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract as a 100% small business set-aside for CIAO Wireless Amplifiers (P/N: CA24-456) for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR12.203(c)(2).
This is a Brand Name Requirement. Vendors must be an authorized reseller of CIAO Wireless, Inc.
This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The NEXRAD Program requires CIAO Wireless Amplifier P/N: CA24-456 as a spare part critical to repairs for the WSR-88D Severe Weather Radar systems. In 2023 the CIAO Wireless Amplifiers were acquired on a build to specifications procurement in an effort to replace a previous amplifier that was discontinued and deemed obsolete in 2020. Due to the highly specialized technicality of the requirement, a “Brand Name or Equal” cannot be utilized as the government would incur significant harm through the excessive costs associated not only through the time and labor of testing another unit, but also through the lengthy delays that additional testing would cause if another unit is selected. NEXRAD Severe Weather Radar systems would be unavailable during this period and could have serious impact to data, property and life.
The required supplies must be compatible in all aspects (form, fit and function) with existing systems and equipment, and the source is uniquely qualified to meet the requirement. The R400-4A1 RF Generator, a critical component within the radar system, relies heavily on its two integrated amplifiers. These amplifiers are indispensable for the generator's operation, as they are responsible for amplifying either the Radio Frequency (RF) signal or the STALO (Stable Local Oscillator) signal. Both of these signals are fundamental to the radar's functionality. Without the proper amplification provided by these components, the RF Generator would be incapable of producing the precise and powerful signals required for the radar to operate effectively, rendering the entire radar system non-functional. The integrity and performance of these amplifiers are therefore paramount to the continuous and accurate operation of the radar's detection and tracking capabilities.
DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). You can register and access the site by going to www.sam.gov.
