Additional mandatory submissions include a statement on organizational conflict of interest, at least two past performance references, manufacturing location details, small business certification under NAICS 334519 if not already reflected in SAM, and an estimated delivery lead time. Failure to respond to any of the ten required items outlined in the instructions will result in non-compliance and elimination from consideration. The equipment is to be delivered FOB destination to the National Weather Service/Radar Operations Center in Norman, OK, with all shipping and handling costs included in the quoted price. Contractors must submit payment requests electronically through the U.S. Treasury’s Invoice Processing Platform and may be required to access NOAA facilities during performance, subject to facility access restrictions based on safety, weather, or funding conditions.
