The National Institute on Aging intends to award a sole-source, firm-fixed-price contract to Baltimore Gas and Electric for electrical services supporting three Mobile Research Vehicles (MRVs) involved in the HANDLS study, a longitudinal research project examining the impact of race and socioeconomic status on healthy aging in Baltimore. The contract, issued under Federal Acquisition Regulation Part 12 as a commercial acquisition, is non-competitive due to a determination that Baltimore Gas and Electric is the only entity capable of meeting the unique technical and operational requirements necessary to maintain the integrity of the study’s protocol, particularly regarding power delivery at specific utility meter locations G160020018 and G185985002. The acquisition, valued below the Simplified Acquisition Threshold, has a performance period from May 1, 2026, to April 30, 2027, and requires the contractor to ensure continuous, reliable electrical service for MRVs operating in neighborhoods across Baltimore, Maryland, without disrupting data collection routines. All potential responders must have an active registration in the System for Award Management and are required to provide their Unique Entity Identifier, Taxpayer Identification Number, certification of country of ownership, and business size status. Offerors must also disclose the place of manufacturing for any equipment or supplies included in the response. The solicitation does not specify packaging, marking, barcoding, or inspection standards beyond these administrative and compliance requirements, as it relies on commercial practices under FAR Part 12 and Federal Acquisition Circular 2025-03. Proposals must be submitted electronically to Elaine Estrella or Brian Lind by April 30, 2026, at 3:00 PM Eastern Standard Time, and must reference solicitation number 75N98026Q00255; fax submissions are prohibited and no alternative evaluation criteria or competitive weighting factors will be applied given the non-competitive nature of the award.
