The National Institutes of Health, Clinical Center, Department of Laboratory Medicine, intends to award a sole source firm-fixed-price contract to Oxford Nanopore Technologies Inc. for the procurement of a PromethION 2 Integrated Instrument to perform long-read genomic DNA sequencing of patient samples. This instrument will enable the detection of DNA mutations, structural abnormalities such as deletions, insertions, and inversions, and DNA methylation patterns that are typically undetected by standard sequencing technologies used in the hematology clinical research laboratory. Oxford Nanopore is identified as the sole manufacturer capable of providing this technology, as no other vendor offers comparable instrumentation or reagents necessary to meet the Government’s specific analytical requirements for cancer-related and complex hematological conditions. The procurement is justified under FAR 13.106-1(b)(1), which permits single-source acquisition when only one supplier can satisfy the stated needs, and the acquisition falls under Simplified Acquisition Procedures, exempting it from full competition requirements. This initiative supports the Department of Laboratory Medicine’s mission to provide state-of-the-art diagnostic and research capabilities for patient care and clinical trials at the NIH Clinical Center. While this notice is not a request for quotation, interested parties may submit a capability statement outlining their technical ability, proof of original equipment manufacturer authorization, and relevant past performance to demonstrate they can meet the requirement. All submissions must reference POTS: 26-006772 and be received electronically by July 7, 2026, at 12:00 PM EST to the designated Contract Specialist at the NIH Office of Acquisitions and Logistics Management. The Government retains complete discretion in determining whether to proceed with a sole source award or reconsider competition based on received responses. The instrument will be deployed at the Bethesda, Maryland facility to support cutting-edge research and accredited clinical testing in hematological pathology.

This is a Notice of Intent, not a request for quotation (RFQ). A solicitation document will not be issued, and quotations will not be requested.

The National Institutes of Health (NIH), Clinical Center, Department of Laboratory Medicine (DLM) intends to award a sole source firm-fixed-price contract to Oxford Nanopore Technologies Inc. for the procurement of PromethION 2 Integrated Instrument.

The purpose of this procurement is to secure Oxford Nanopore PromethION 2 Integrated instrument to be used to perform long read genomic DNA sequencing of patient samples to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation that are often undetected by commonly used DNA sequencing techniques in the hematology clinical research lab.

The Oxford Nanopore PromethION 2 Integrated instrument will be used to perform long read genomic DNA sequencing of patient samples to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation that are often undetected by commonly used DNA sequencing techniques. Oxford Nanopore is the original instrument and reagent manufacturer and is the only vendor with the capacity of performing these kinds of tests. After research validation of the tests, the reagents could be used to validate the patient testing system according to regulatory and accreditation requirements. It is therefore deemed to be in the Government’s best interest that this instrument is procured from Oxford Nanopore.

The Department of Laboratory Medicine serves as the clinical laboratory of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Hematological Pathology.  In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine, particularly in areas which utilize the unique strengths of the National Institutes of Health.

Background

The Department of Laboratory Medicine serves as the clinical laboratory of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Hematological Pathology.

Rationale:

Oxford Nanopore is the original instrument manufacturer and sole vendor for instruments of these kinds of tests, i.e., long read sequencing to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation from patient samples. It is advisable to use Oxford Nanopore long-read sequencing for testing of samples from patients with cancer, cancer predisposing disorders, and with complicated clinical and pathological phenotypes.

Authority

This acquisition is being conducted in accordance with:

FAR 13.106-1(b)(1) – Soliciting from a Single Source

Under this authority, the Contracting Officer may solicit from a single source when it is determined that only one source is reasonably available to meet the Government’s requirements.
