This is a Notice of Intent, not a request for quotation (RFQ). A solicitation document will not be issued, and quotations will not be requested.

The National Institutes of Health (NIH), Clinical Center, Department of Laboratory Medicine (DLM) intends to award a sole source firm-fixed-price contract to Oxford Nanopore Technologies Inc. for the procurement of PromethION 2 Integrated Instrument.

The purpose of this procurement is to secure Oxford Nanopore PromethION 2 Integrated instrument to be used to perform long read genomic DNA sequencing of patient samples to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation that are often undetected by commonly used DNA sequencing techniques in the hematology clinical research lab.

The Oxford Nanopore PromethION 2 Integrated instrument will be used to perform long read genomic DNA sequencing of patient samples to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation that are often undetected by commonly used DNA sequencing techniques. Oxford Nanopore is the original instrument and reagent manufacturer and is the only vendor with the capacity of performing these kinds of tests. After research validation of the tests, the reagents could be used to validate the patient testing system according to regulatory and accreditation requirements. It is therefore deemed to be in the Government’s best interest that this instrument is procured from Oxford Nanopore.

The Department of Laboratory Medicine serves as the clinical laboratory of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Hematological Pathology.  In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine, particularly in areas which utilize the unique strengths of the National Institutes of Health.

Background

The Department of Laboratory Medicine serves as the clinical laboratory of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Hematological Pathology.

Rationale:

Oxford Nanopore is the original instrument manufacturer and sole vendor for instruments of these kinds of tests, i.e., long read sequencing to detect DNA mutations, DNA structural abnormalities (e.g., deletions, insertions, and inversions, etc.), and DNA methylation from patient samples. It is advisable to use Oxford Nanopore long-read sequencing for testing of samples from patients with cancer, cancer predisposing disorders, and with complicated clinical and pathological phenotypes.

PPLN Waveguide Mixer Design and FabricationThe contract requires the design, fabrication, and testing of a custom 2×1 periodically poled lithium niobate waveguide mixer intended for use as an optical parametric amplifier in quantum photonic systems. The device must operate with a 780 nm pump wavelength and a 1560 nm signal wavelength, delivering a minimum output power of 4 milliwatts and achieving at least 3.5 decibels of squeezed light performance, critical for quantum noise reduction applications. The waveguide structure must be precisely engineered to enable efficient nonlinear interactions and maintain stability under operational conditions, with all phases of development—from simulation and prototyping to rigorous optical testing—expected to meet exacting technical specifications. The work is issued as a subcontract under the National Research Council of Canada, part of the Government of Canada, and is focused on the National Capital Region for performance. The solicitation was posted on June 26, 2026, with responses due by July 12, 2026, and falls under NAICS code 334516, indicating classification within the manufacturing of optical instruments and lenses. While no set-aside provisions or point of contact details are specified, the urgency and precision required suggest a highly specialized technical effort, likely targeting vendors with prior experience in nonlinear optical materials, chip-scale photonics, and quantum light source development. All deliverables must be fully documented and validated to ensure readiness for integration into advanced quantum photonic platforms.

NSWCCD Salt Fog Corrosion Test ChambersThe U.S. Navy’s Naval Surface Warfare Center Carderock Division is soliciting quotes for three Salt Fog Corrosion Test Chambers under a combined synopsis/solicitation issued as a Request for Quotation, with a deadline for responses set for July 6, 2026. This is a total small business set-aside under NAICS code 334516, restricted to small businesses with fewer than 1,000 employees, and the procurement will be conducted under simplified acquisition procedures using a firm-fixed-price contract structure. The requirement is specified on a brand name or equal basis, targeting the Auto Technology Company Model 21 and Model 22 units, though equivalent products may be submitted provided they meet all salient technical characteristics outlined in the attached Minimum Requirements document, including 240V/3-phase power and ASTM D1193 Type 4 DI Water specifications. Quotes must include complete technical datasheets, pricing, lead time, and delivery details, and must clearly indicate any product modifications. All submissions must be sent electronically to the designated point of contact by the deadline, and offerors must maintain an active, fully completed profile in SAM.gov with their UEI and CAGE code included in their response. Evaluation will prioritize technical acceptability on a pass/fail basis, followed by past performance reviews using SPRS or other available data, and final price reasonableness to determine the best overall value. Delivery is required F.O.B. Destination to 9500 MacArthur Boulevard, West Bethesda, Maryland, and bids on any other F.O.B. basis will be rejected. Multiple FAR and DFARS clauses apply, including requirements for cybersecurity, whistleblower protections, Buy American provisions, export controls, and electronic payment compliance. Offerors must ensure full alignment with all regulatory provisions, and no separate certifications are needed beyond an updated SAM.gov registration.
