NOI Permit Rework A-261

THUMS Long Beach Co. is proposing to rework an existing waterflood well, identified as Well A-261 (API #0423720587), located on Island Grissom within the Wilmington Oil Field. The project involves casing repair and re-cementing within the existing wellbore to restore structural integrity and return the well to its original use. All activities will be conducted within established oil and gas well cellars to ensure there is no expansion of the surface footprint. Because Island Grissom is a fully developed production facility, the project is expected to have no impact on wildlife, native botanical species, or cultural resources. The project is overseen by the California Department of Conservation, Geologic Energy Management Division (CalGEM), and is classified as a regulatory permit action rather than a traditional procurement contract. It has been granted a Notice of Exemption under the California Environmental Quality Act (CEQA), citing categorical exemptions for existing facilities, replacement or reconstruction, and minor land alterations. The work falls under Group B of CalGEM's December 2023 rework exemptions guidance and must comply with Senate Bill 1137 regarding health protection zones. Final inspection and acceptance authority rests with CalGEM.
