NOI Permit Rework M-116

Tidelands will rework oil and gas (OG) well M-116 (API 0403703317-03) and convert to an observation well. The well is located on Pier D of the Port of Long Beach (POLB) in the Wilmington oil field. The rework consists of plugging back the production liner followed by adding approximately 20' of perforations at the top of the upper hydrocarbon zone and falls under Group B of CalGEM’s rework exemptions guidance document published in December 2023. Tidelands will conduct casing rework to regain mechanical integrity and provide an observation well for purposes of UIC pressure/reservoir observation. The rework activities will allow Tidelands to conduct testing relevant to its UIC conduit monitoring plans in the Wilmington Field. No new construction or facilities expansion will be required for the rework activities. All activities will be limited to fenced in areas protecting the existing wells that located within concrete cellars. The casing rework activities timeline is 10 days. Key stakeholders are Tidelands, CalGEM, the City of Los Angeles, the City of Long Beach, and POLB. No impacts to wildlife are anticipated. The wellhead conductor is located in a concrete cellar. All work will occur within established oil and gas well cellars (trenches) in areas that provide minimal value as wildlife habitat. Pier D is entirely developed as oil production facilities and industrial use and does not support wildlife or native botanical species. The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) approving permit # 7052475 for Tidelands Oil Production Co. to rework the well M-116 listed below, in the Wilmington Oil Field, to address well integrity issues and provide a new pressure observation well.
