Solicitation # W519TC-26-Q-A177
The Army Contracting Command Rock Island is soliciting quotes for a complete, turnkey package of brand-new, integrated diving equipment for the Public Safety Dive Team at the US Army Garrison, Rock Island Arsenal. This 100% Small Business Set-Aside procurement, identified as solicitation W519TC-26-Q-A177, is for a firm-fixed-price contract awarded to the lowest-priced, technically acceptable offeror. Delivery is FOB Destination to Rock Island Arsenal, Illinois, with standard inventory items required within 30 to 60 days and specialized or custom-sized items required within 120 to 180 days after receipt of order. All delicate electronics and life-safety systems must be shipped in moisture-barrier, shock-absorbing packaging. The United States Marine Corps intends to award a sole-source contract to DuPage Holding LLC for the procurement of M1 Garand wooden components. The requirement consists of 125 unfinished walnut stocks, 125 front handguards, and 125 rear handguards, all manufactured to original specifications. Each item must include newly produced, black-oxided metal hardware installed to ensure durability and compatibility for ceremonial use. The government has identified DuPage Holding LLC as the only known source capable of meeting the necessary production standards and dimensional accuracy. This decision is based on market research indicating that other vendors cannot provide the required material quality or hardware installation. While this is a sole-source intent, the government will consider capability statements from other responsible sources before finalizing the award.

Full Description

The United States Marine Corps intends to issue a sole‑source award to DuPage Holding LLC(22HU4) for the procurement of M1 Garand wooden components with installed metal hardware. Based on market research and historical sourcing, the Government has determined that this contractor is the only known source capable of providing items that meet the required specifications, production standards, and compatibility with existing ceremonial equipment.

The Government requires the following items, all manufactured to original M1 Garand specifications and delivered with new‑production, black‑oxided metal parts installed:

  • 125 New Walnut M1 Garand Stocks, Unfinished, with Metal Installed

  • 125 New Walnut M1 Garand Handguards, Front, Unfinished

  • 125 New Walnut M1 Garand Handguards, Rear, Unfinished

All components must be unfinished walnut to allow for unit‑specific staining and finishing, and all metal hardware must be newly produced, properly fitted, and black‑oxided to ensure durability during ceremonial use and CONUS travel.

Rationale for Sole Source

The Government intends to solicit and negotiate with only one source because:

  • The identified contractor is the only known vendor capable of producing remanufactured M1 Garand stocks and handguards to exact original specifications.

  • The contractor has demonstrated unique manufacturing capability, including installation of new‑production black‑oxided metal parts that meet ceremonial performance requirements.

  • Market research indicates no other vendors currently provide these components with the required dimensional accuracy, material quality, and hardware installation.

  • Procuring from an alternate source would risk non‑compatibility, reduced durability, and failure to meet performance standards required for ceremonial rifles.

Disclaimer

This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement for consideration. The Government will evaluate all submissions received within the timeframe specified in the official posting.
