NOI YSI Preventative Maintenance

The Defense Health Agency Contracting Activity intends to award a sole-source contract to YSI, INC for preventive maintenance and repair services on specialized YSI laboratory equipment used at the Defense Center for Public Health – Aberdeen, specifically within the Liquid Chromatography Branch. This equipment, including YSI Purge and Trap Sample Concentrators and Auto-Samplers, is critical for testing volatile compounds in soil and air samples to support pathological evaluation, and only YSI, INC possesses the proprietary technical expertise and OEM-certified personnel necessary to service these instruments in accordance with manufacturer specifications and DCPH-A quality standards. The acquisition is being conducted under simplified acquisition procedures with no set-aside restrictions, classified under NAICS code 811210, which has a small business size standard of $34,000,000. Although this is a presolicitation notice and not a competitive request, the government is inviting all potentially capable parties to submit technical and cost data by June 22, 2026, to inform its determination on whether to proceed with sole-source negotiation or re-evaluate for competition. The contract, if awarded, will have a twelve-month base period beginning September 26, 2026, followed by four optional one-year periods and a potential six-month extension under FAR 52.217-8, carrying the performance period through March 25, 2032. Services must be performed on-site at the Gunpowder, Maryland location, with all personnel required to obtain proper access credentials through the Aberdeen Proving Ground Visitor Center and comply with stringent security protocols. Technical personnel must be YSI-trained and certified, must complete Anti-Terrorism Level I and iWATCH training prior to performance, and are prohibited from using military titles in official communications. Each service event must include an on-site visit, documentation of all repairs and calibrations via a Field Service Report submitted within five business days, and availability of rental equipment during repairs. The Contracting Officer’s Representative will oversee technical compliance, verify adherence to the Quality Assurance Surveillance Plan, and conduct 100% inspection of critical deliverables including driver’s license verification, LIDS 602 reviews, escorted access compliance, and FSR completeness.
