The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a sole source, firm-fixed price purchase order to Oneida Communications Inc. for the monitoring and maintenance of the Distributed Antenna System (DAS) at the Integrated Research Facility (IRF) in Fort Detrick, Maryland. This system, which supports both commercial cellular and public safety communications, was upgraded in 2024 to enhance emergency communications capability essential for maintaining continuous operations in a high-level biosafety research environment (BSL-2, BSL-3, and BSL-4). The DAS system’s maintenance ensures uninterrupted communication services crucial during active research and emergency situations, with technical support activities including evaluation report assessments, on-site spare part maintenance, and timely response to system failures primarily during standard business hours and when experiments are in progress. The contract will be awarded under the authority allowing sole source procurement when only one responsible source exists that can meet the specialized needs of the agency, with the period of performance spanning 12 months as a base year. The acquisition falls under the NAICS code 541519 for Information Technology Value Added Resellers and does not involve competitive solicitation. Interested parties are invited only to submit capability statements by a specified deadline, but the Government retains discretion regarding competition. This notice serves to comply with Federal Acquisition Regulations about disseminating proposed contract actions, and the offer will be awarded within seven days. The contract is critical to maintaining day-to-day workflow and operational continuity at the facility, avoiding disruptions that could impact vital research activities.
