AI Contract Overview
The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a sole-source, firm-fixed price purchase order to Oneida Communications Inc. for the monitoring and maintenance of the Distributed Antenna System (DAS) at the Integrated Research Facility (IRF) in Fort Detrick, Maryland. This action is justified under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 as only one responsible source exists capable of meeting the technical and operational requirements, given the proprietary nature of the system and the specialized expertise required to maintain critical communications infrastructure supporting BSL-2, BSL-3, and BSL-4 research operations. The DAS ensures uninterrupted access to commercial cellular and public safety communications for staff and NIH Police, particularly during 24/7 research activities, and requires immediate response capabilities for system failures with defined service levels: 30 minutes for critical outages, four hours for urgent issues, and eight hours for routine maintenance. The contractor must maintain an onsite inventory of spare parts, provide timely technical support during standard business hours (7:30 AM–4:00 PM, Monday through Friday, excluding federal holidays and facility closures), and accommodate extended work hours when experiments are running. The contract includes a base year of 12 months with three optional 12-month extensions, potentially extending performance to four years. The NAICS code is 541519 with a size standard of 150 employees, and the acquisition is not set aside for any socioeconomic category due to its sole-source nature. All personnel must hold a Tier 2 Public Trust clearance, complete eQIP background investigations, pass U.S. Army screening, and comply with Fort Detrick access protocols including escort requirements in controlled areas. The contractor must adhere strictly to brand-name technical specifications listed in the Bill of Materials, including specific antenna models, coaxial cables, and RF-optical conversion modules. Performance will be evaluated based on technical capability, past performance, timely response, and reasonableness of price, with non-price factors carrying greater weight. Respondents must submit a detailed capability statement via email by 5:00 PM EST on May 14, 2026, to be considered for award, though submission does not obligate the government to proceed with a contract. The award is expected within seven days of the notice, and the government retains sole discretion over the decision not to compete.
