THIS IS AN REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI Notice is a means of obtaining feedback from contractors concerning the requirements stated below, under Description of the Requirement, which is part of the acquisition planning and market research phase for this procurement. The industry input received from this RFI Notice will aid in determining available sources that can meet the Government’s below-stated requirements and may be considered in the preparation of the official solicitation package. This RFI Notice does not constitute a solicitation.



The anticipated NAICS for this requirement is 541 – All Other Professional, Scientific, and Technical Services/541990. If contractors believe a more appropriate NAICS applies to the requirement as detailed below, include the feedback in your response.



SUBJECT:



SUBJECT: RFI for a firm fixed price Task Order for non-AE services for Construction Management & Technical Phase Support Services on USACE construction projects within the NY Area region, including US Merchant Marine Academy (USMMA).



INTRODUCTION:



The United States Army Corps of Engineers – New York District is conducting this RFI to identify contractors to support construction management within the area of responsibility.



If your firm is interested in the requirements and has performed similar projects and can fulfill the requirements, we request the information shown below. All business sizes under the applicable NAICS should consider submitting a response to this notice.



As permitted by Federal Acquisition Regulation (FAR) Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and in determining whether there are contractors capable of completing the requirements on General Services Administration (GSA) Multiple Award Schedule (MAS) All Other Professional Services, Scientific and Technical Services, Category 541990, Standard size $25M.



NOTE: Services cannot include architect-engineer services as defined in the Brooks Act and FAR Part 2, or construction services as defined in FAR Parts 2 and 36.



This notice shall not be construed as an RFP or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.



Response is strictly voluntary – it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this RFI Notice.



DESCRIPTION OF THE REQUIREMENT:



The USACE anticipates using this Market research to award a five (5) year contract for CM Services, at $25M.



Background:



The United States Army Corps of Engineers (USACE) is the nation’s premier engineering and public works agency, dedicated to providing vital public and military engineering services to strengthen national security, energize the economy, and reduce risks from disasters. Within USACE, the New York District (NAN) is responsible for supporting Interagency and International Services (IIS) construction programs for Government installations within its geographical bounds.



The anticipated work



Project Requirements:



The scope of this non-Architecture/Engineering construction management services under this contract includes, but is not limited to:



  • Interpreting/ communicating/ clarifying/ implementing completed designs/BCOES, 
  • Meeting minutes,
  • Record keeping,
  • Budget and schedule monitoring and control,
  • Inspection,
  • Reporting progress,
  • Safety monitoring,
  • Meeting arrangement and attendance,
  • Submittal processing,
  • Testing,
  • Progress payment processing,
  • Responding to information requests,
  • Construction cost estimating,
  • Contract modification preparation,
  • Claims prevention and claims processing,
  • Monitoring labor provisions,
  • Photo documentation, and
  • Other services.


 The Contractor project team shall have the capability to perform the basic construction management technical support experience to include but not limited to the disciplines of:


  • Architectural,
  • Civil,
  • Geotechnical,
  • Cost engineering,
  • Project scheduling,
  • Quality assurance,
  • Safety,
  • Structural,
  • Mechanical, and
  • Electrical,

  • Commissioning,
  • Cyber Security,
  • Electronic Surveillance Sercurity,
  • Fire protection, and
  • Flood risk management,

with in-house personnel.



Joint ventures or firm/consultant arrangements will be considered and evaluated for demonstrated interdependency of the members to provide services in the basic disciplines as well as specialty fields.



Services shall not include design services or responsibility for constructions, methods, techniques, sequences, procedures, safety program or workmanship.


This contract will require experience in both Vertical Construction and Civil/Horizontal Construction projects.



For the purposes of this RFI, Vertical Construction experience is to include vertical construction, and any horizontal construction related to those efforts. Similarly, Civil/Horizontal Construction experience is to include experience in the areas of seawalls, piers, dredging, shoreline protection, utility/infrastructure, and flood risk management.



Contractors are expected to be able to provide qualified personnel to field assignments within one (1) week of any task order award. Turnover of personnel also must be accomplished in a one (1) week time period. This must include but not limited to mechanical and electrical commissioning disciplines.



The government anticipates issuing up to forty (40) task orders throughout the life of the contract. These forty (forty) task orders may be issued concurrently. To be considered fully successful, Prime firms must be able to meet this capacity. Additional specific requirements are further detailed below.



The forty (40) task orders will consist of Construction Quality Assurance, Schedule and Cost Analysis, and Administrative Oversight of submittals and RFIs on large scale, complex, long-term construction projects consisting of vertical construction, coastal construction, historical building renovation, and marine environment construction. The personnel described in this memorandum must be employees of the prime firm with adequate experience in the above-mentioned fields of construction.



Firms must demonstrate their previous experience in construction that aligns with the construction to be executed in this contract. Example projects shall include at least one (1) each of the projects described below:


  • Above $50 million construction cost,
  • Seawall-construction project,
  • Pier/Waterfront Improvement project,
  • Central Utility Plant project,
  • Historic Building (Housing, Academic Building, Training Center, Museum) Renovation project, and
  • Clinic/medical center project.


Up to four (4) additional projects. Each project should be a single page and outline construction duration, project size, costs, and photo(s). Point of contact name and contact information, project owners, construction scope, and a brief project description.



Firms are required to provide senior level (15 plus years) personnel as these projects will require oversight on large-scale, highly complex USACE projects. Personnel are required in the following disciplines:


  • Civil,
  • Architecture,
  • Geotechnical,
  • Mechanical,
  • Electrical,
  • Structural,
  • Construction Management,
  • Project Scheduling,
  • Quality Assurance,
  • Document Control,
  • Cost Estimating,
  • Safety Monitoring, and
  • Commissioning.


Personnel should have experience with complex, large-scale USACE projects as described above, local experience preferred, and the ability to pass a robust background screening process.



Each firm is required to submit a quality management narrative for their in-house staff. They will also need a separate quality management narrative demonstrating how they will manage all the sub-contracts.



Past performance letters (CPARS) from the department of defense or recommendation letters outside of the government will be required for each project.
