NON-BINDING RFP WINTER SNOW CLEARING SERVICES FOR GROUND MOUNT SITES

Peterborough Utilities Group (PUG) has issued a non-binding Request for Proposal, solicitation number 2026-09, for winter snow clearing services at thirteen ground mount solar project sites located in the Bancroft and Coe Hill areas of Ontario. The services are scheduled to run annually from November 15 through March 30, with clearing initiated once snow accumulation reaches approximately six inches. The scope of work is strictly limited to clearing from the site access point up to the main gate to ensure trucks can safely park and turn around; no snow clearing is permitted inside the solar farm fences. Notably, the Watson site requires the use of sand only for traction, as salt is prohibited due to animal sensitivity. The selection process is based on best value rather than the lowest bid, with evaluation criteria focusing on a project delivery proposal, pricing, ability, experience, and safety. Proponents must achieve a minimum safety score of 70 points and are required to register with the Contractor Compliance online service within ten days of an award. All electrically powered equipment used must be CSA approved. The successful contractor will operate as an independent contractor, with payment issued thirty days after PUG's approval of substantiated invoices. The final contract duration will be established during negotiations with the preferred proponent.
