Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

The United States Government (USG) Army Contracting Command Redstone Arsenal (ACC-RSA) intends to award on a sole source basis, IAW 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) entitled "Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements" the procurement for the non-recurring effort of conducting a halon concentration test to record halon levels on an AH-64E Version 4 aircraft to The Boeing Company, 5000 E McDowell Road, Mesa, AZ 85215, Cage Code: 8V613, under Contract W58RGZ-15-G-0001. The requirement includes the following: A requirement to conduct a halon concentration test to record halon levels in the engine nacelles on an AH-64E Version 4 aircraft in order to compare the results to halon levels measured during a 2003 halon concentration test. Configuration changes to the halon fire extinguishing bottles, engines and engine nacelles implemented on the aircraft since 2003 may have altered the level of halon concentration inside the engine nacelles potentially affecting the ability of the Fire Detection and Suppression System (FDSS) to extinguish a fire. The testing is necessary to ensure those configuration changes have not created a vulnerability to aircrews operating the aircraft. The AH-64A/D/E technical data packages are held by The Boeing Company located at 5000 E McDowell Road, Mesa, AZ 85215. This notice closes at 4:00PM CST on 08 January 2019.
