Amendment 0002 - The purpose of this amendment is to add an additional Question and Answer document, and to add multiple photos, diagrams, and schematics. The Statement of Need has been revised to include the additional work of adding the replacement of four (4) valves to the scope of work. Because of the addition of new work, the responses due date has been adjusted to 18 May 2026 at 11:00 AM CT. Finally, the clauses 52.222-41 and 52.222-42 have been added as this contract falls under the Service Contract Act labor standards.
Amendment 0001 - The purpose of this amendment is to add the clause RFO 52.222-90 Addressing DEI Discrimination by Federal Contractors in accordance with recent Executive Order updates.

OVERVIEW
Offutt Fire and Emergency Services is seeking to purchase and have installed a non-resettable flow meter, with the ability to be calibrated, at the Fire Department Training Grounds. Additionally, the contractor shall replace four (4) valves within the propane system.
Requirements:
a. Non-resettable
b. Totalizer
c. Fits on 2 ½” Schedule 40 Pipe
d. Ability to be Calibrated
e. Calibration materials (if user can calibrate)
f. Compatible with liquid propane
g. Rated for use in hazardous areas
h. Rated for continual outside use
Scope of work:
a. Work shall include the installation of the flow meter on the distribution line from the propane tank to the fire department aircraft training tower.
b. Work shall include replacement of 4 valves withing the propane system on the distribution side.
i. Includes transferring propane from storage tank
ii. Includes holding propane until work is complete
iii. Includes transferring propane back to storage tank once work is complete.
c. All electrical hookups that are required for a fully functioning flow meter.
d. Contractor shall provide all available tools, materials, equipment, permits, and necessary, but unlisted items to perform the installation of the flow meter.
