This contract involves the manufacture and distribution of non-stocked Commercial-Off-The-Shelf (COTS) individual equipment items classified under Federal Supply Class (FSC) 8465, sourced from various Original Equipment Manufacturers and industry groups. The procurement intends to establish a Requirements Contract with an 18-month base ordering period and an additional 18-month option. It covers all actual purchase requirements for these non-stocked items under the Clothing & Textiles Directorate of the Defense Logistics Agency (DLA). The contract allows for additions or deletions of items via bilateral modifications without exceeding the estimated maximum contract value. The solicitation will be issued unrestricted under FAR Part 13.5 procedures, with awards made to responsible offerors submitting the lowest fair and reasonable price. Production lead time is set at 120 days, and deliveries are FOB destination, covering both continental U.S. locations and a U.S.-based consolidation point for outside continental U.S. shipments. Offerors must submit pricing per line item for both the base and option periods, and registration on the DLA DIBBS platform is required to participate. The contract is subject to defense acquisition statutes such as the Berry Amendment, mandating that clothing and textile items be domestically sourced unless specific exceptions apply. The award and solicitation are managed through electronic means only, with further instructions and registration details available on the DIBBS website. Points of contact for the acquisition and contracting process are designated, ensuring communication channels are clearly established for interested vendors.
