This contract involves the acquisition of non-stocked Commercial-Off-The-Shelf (COTS) individual equipment items under Federal Supply Class 8465, covering a variety of products from multiple Original Equipment Manufacturers within the Clothing & Textiles Directorate. It is structured as a single Requirements Contract with an 18-month base ordering period and an additional 18-month option period, designed to fulfill all actual purchase requirements for these items. The contract allows for modification to add or delete items without exceeding the total estimated contract value, and production lead time for all items is set at 120 days, with delivery acceleration permitted at no extra cost. Deliveries within the contiguous United States will be direct, while those for outside the contiguous U.S. will be sent to a domestic consolidation point, all on an FOB Destination basis. Pricing must be submitted for each solicitation line item covering both the base and option periods, and the award will be made to the responsible offeror providing the lowest fair and reasonable overall price, under an unrestricted acquisition process using FAR 13.5. Offerors must register on the DLA DIBBS platform to access the solicitation and submit bids, requiring prior registration in the System for Award Management and a valid CAGE Code for account setup. The contract is subject to restrictions under DoD acquisition statutes such as the Berry Amendment, which mandates that most clothing and textile products be sourced or manufactured in the United States or its territories unless specific exceptions apply. The solicitation will be issued electronically through the DIBBS site, and contact points are provided for questions related to the solicitation and contract process. This procurement supports the Defense Logistics Agency’s mission by ensuring timely and compliant acquisition of critical individual equipment items for military clothing and textiles needs.
