AI Contract Overview

The contract pertains to the procurement of the Nondiaphragm Post Frame Design Guide for New Hampshire NRCS, issued under solicitation number 12FPC324P0003. It was awarded through a simplified acquisition process under FAR Part 13.106-1(b)(1)(i), which allows for single-source procurement when it is in the government's best interest. Timber Tech Engineering was selected due to their unique expertise in the Post Frame industry, their leadership in developing industry-standard publications, and their proven track record of delivering effective, cost-efficient design guides. Their staff includes lead authors and contributors to nationally recognized books used by other companies, establishing them as industry leaders in nondiaphragm post frame designs. Past efforts by other firms to develop similar guides for the NRCS have been unsatisfactory and more costly, further justifying the sole-source approach. The contract was posted on December 4, 2023, with a response deadline of December 1, 2023. The Department of Agriculture’s FPAC Business Center Acquisition Division, located in Washington, DC, oversees the contract, with the performance site in Denver, Pennsylvania. Key contacts include Amber Maestri and Laureen Eipp, the Contracting Officer. Additional details and documentation related to the contract can be accessed through the SAM.gov workspace link provided.

In accordance with FAR Part 13.106-1(b)(1)(i) the requirement was under the simplified acquisition threshold and was determined to be in the best interest of the government to solicit from a single source. Timber Tech Engineering has unique experience in the Post Frame industry and members of their staff are lead authors and contributors of National Frame Building Association books that are utilized by other companies. They have proven to be an industry leader for nondiaphraphragm post frame designs. Other firms have been used by NRCS in the past to develop similar state specific design guides with unsatisfactory results at much higher cost. For these reasons, it was determined to be in the best interest of the government to solicit from a single source and procure the Nondiaphragm Post Grame Design Guide for New Hampshire NRCS from Timber Tech Engineering.
