The National Oceanic and Atmospheric Administration’s (NOAA) Center for Operational Oceanographic Products and Services (CO-OPS) intends to award a sole source purchase order to Nortek USA Inc. for Nortek Aquadopp profilers and associated batteries under the authority of FAR 6.103-1, with no set-aside designated. The procurement is driven by the exclusive need for Nortek’s specialized oceanographic instruments, which are integral to CO-OPS’s existing Aton and Iaton current monitoring systems mounted on U.S. Coast Guard aids to navigation. These systems rely on Nortek’s 1MHz Aquadopp Profiler and 400 kHz 2D horizontal profiler for accurate, real-time water current measurements across U.S. ports, and only Nortek’s equipment meets the stringent environmental durability, power efficiency, and compatibility requirements necessary for seamless integration with NOAA’s established data acquisition and logging infrastructure. Using any alternative equipment would compromise system compatibility, necessitate additional testing, training, and support investments, and cause significant operational delays. Nortek USA Inc. is the sole authorized U.S. distributor and support provider for Nortek oceanographic instrumentation, holding exclusive rights to distribute, service, and warranty the Aquadopp profiler product line within the United States, ensuring continued operational integrity and technical support. Market research confirmed no other providers or authorized resellers exist in North America capable of delivering these specialized instruments. The items procured will serve as spare parts to sustain the ongoing operations of CO-OPS’s nationwide network of sensor platforms. This action is not a competitive solicitation, and while firms may submit written documentation within 15 days of notice to challenge the sole source determination, only written submissions will be considered, and the government retains full discretion over the final procurement method. Delivery is required within 60 days of award, with performance occurring at 672 Independence Parkway, Chesapeake, Virginia, 23320, under NAICS code 334516.
