Full Description

The San Bernardino County Flood Control District proposes to construct the North San Bernardino Channel Project, which would include the construction of an 8-foot-high reinforced concrete rectangular ultimate channel to replace the existing rural, interim channel and three street crossings/culverts, as well as the relocation of various utilities (primarily at the street crossings). While the final design could incorporate a soft bottom, the impact analysis under CEQA conservatively assumes a hard-bottom channel for a worst-case assessment of environmental impacts until the design is finalized. The existing channel was constructed in the 1950s and intended to be a temporary flood control channel designed to provide flood protection for a 25-year storm event upstream and a 10-year storm event downstream. The proposed improvements aim to increase flood protection to a uniform 100-year storm event protection, enhance protection for areas within the 100-year floodplain, and mitigate flooding risks for nearly 300 structures and over 200,000 residents. The Proposed Project is located within the North San Bernardino Channel (formerly known as Devil Creek Channel) north of Kendall Drive, from Western Avenue to Little Mountain Basin (approximately 1 mile), in primarily the City of San Bernardino, San Bernardino County.

Solicitation # 20261102014
The Unit 2 Phase 5-2 Liner Construction Project at the San Timoteo Sanitary Landfill is a construction solicitation issued by the San Bernardino County Department of Public Works, Solid Waste Management Division. The scope of work involves the installation of Geosynthetic Clay Liners and underlying geomembranes, as well as the provision, calibration, and commissioning of process sensors, monitoring and control devices, and network systems including PLC programming. The project requires a contractor with a State Contractor A License and demonstrated experience in earthwork, geosynthetic membrane installation, and related infrastructure. Bidders must be registered with EPro and submit a comprehensive bid package including specific yellow page forms, non-collusion declarations, and CARB certifications to avoid being deemed non-responsive. Awarding will be based on the lowest responsible bidder, considering general competency, ability to perform the work, and the proposed delivery schedule. The prime contractor must perform at least 50 percent of the work, and any geosynthetics installation subcontractor must have completed at least three landfill projects of ten acres or more. The contract includes strict quality control requirements, including destructive seam testing for geomembranes and NRTL certification for electrical equipment. Payment is processed monthly based on work completed by the 25th of each month, with progress payments made within 30 days of an undisputed application. The contractor is also required to provide a baseline project schedule within 14 days of commencement and maintain comprehensive insurance and bonding, including performance and payment bonds.
