The objective of this requirement is to provide form fit function sustainment options for the North Warning System (NWS) short-range radar (SRR), allowing for continued sustainment over the next 20 years to support the North American Defense mission. Q&A Part II (In Descending Order): (Q) Are the following documents available to assess the board-for-board upgrade option? (AN/FPS-124 Technical Data Package (TDP)) T.O. 31P7-2FPS124-1-3, RADAR SET AN/FPS-124(V) Theory of Operation T.O. 31P7-2FPS124-1-4, RADAR SET AN/FPS-124(V) Maintenance Circuit Diagrams and Reference Data Glossary and Index T.O. 31P7-2FPS124-13-1, RADAR SET AN/FPS-124(V) General Information Theory of Operation T.O. 31P7-2FPS124-14, RADAR SET AN/FPS-124(V) Illustrated Parts Breakdown T.O.s 31P7-2FPS124-63-1 through 3, RADAR SET AN/FPS-124(V) Functional Signal Flow Diagrams Figures FO-1 through FO-12 T.O.s 31P7-2FPS124-63-4 through 6, RADAR SET AN/FPS-124(V) Schematics (Q) Is a functional block diagram of the AN/FPS-124 available showing the replaceable modules comprising the system? (Q) Which components of the AN/FPS-124 are presenting the biggest challenges to current sustainment, in terms of reliability and obsolescence? (Q) Which components have presented fewer issues? (Q) To assess cost/performance trades, which improvements in radar performance are prioritized for the current mission? 1. (A) T.O.s cannot be released as part of this solicitation 2. (A) No functional block diagram exists for the 124 3. (A) See attached Obsolescence spreadsheet 4. (A) See attached Obsolescence spreadsheet 5. (A) ACC/A6OC: The current leading particulars, or functions, would have to be met, since we have asked for a form fit function replacement. We prefer the ability to upgrade with modular design to address current/future threats. Q&A Part I: The RFI is entitled Sustainment, but it also mentions full replacement of the system as an option. Does the customer have a preference if this is a sustainment effort or full replacement? - A: We plan to use sustainment dollars. Firm Fit Function replacement. Entire system is possible if it would be more cost effective. If the preference is sustainment, what is the longer term plan for updating the North Warning Radars /System? - A: The Northern Approaches Analysis of Alternatives is looking at the long-term plan for these systems. This would be an interim plan until the acquisition plan takes place in the 2040ish timeframe. Are the North Warning Radar acquisitions being coordinated with NORAD/NORTHCOM? - A: Yes. Our ACC/A5/8/9 is responsible for acquisition and is working off the Northern Approaches AoA. Is there budget allocated for this effort? Any rough ballpark on the budget? ($K's vs $M's?) - A: No money has been allocated for this effort at this time. I cannot state a budget number without proper funding authorization. Solicitation # FA4890-261013
The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks.
