The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 0223 intends to negotiate and award a sole source Basic Ordering Agreement (BOA) to Northrop Grumman Systems Corporation (NGSC/NGMS) (CAGE: 03956) for the procurement of Original Equipment Manufacturer (OEM) hardware components technical refresh packages, and ship sets supported include Electronic Charting, Display and Information System ? Navy (ECDIS-N), Integrated Bridge System (IBS), Ship Control Systems (SCS), and Machinery Control Systems (MCS) for CG, CVN, DDG, FFG, LCC, LCS, LHA, LHD, LPD, LSD, and PC ship classes. This is a follow-on procurement to N6449821G4003. The Government intends to make an award in the 3rd quarter of fiscal year 2026. THIS SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Award will be made to NGMS in accordance with the following statutory authority permitting other than full and open competition: 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
