Northstar Executive Aircraft Communication Network

AT&T Corp. was awarded a non-competitive, firm fixed price contract to sustain the Northstar Long-Haul Telecommunications Network, a legacy Ultra-High Frequency/Line-of-Sight communications system critical for secure air-to-ground and ground-to-air communications supporting U.S. Department of Defense senior leadership and executive aircraft operations. The contract, issued under solicitation HC1013-21-C-0006 by the Defense Information Technology Contracting Organization at Scott Air Force Base, Illinois, has a base period of one year beginning July 1, 2021, with four one-year option periods and a six-month extension option exercised under FAR 52.217-8, extending performance through October 31, 2026. The total cumulative face value of the contract is $63,598,063.14, with initial funding of $12,781,033.37 drawn from Fiscal Year 2021 and 2022 Operations and Maintenance appropriations. Operations are conducted across geographically dispersed sites within the continental United States, including two Special Government Operating Centers in Waldorf, Maryland, and Offutt Air Force Base, Nebraska, and involve managing over 20 Ground Entry Points and associated T-1/T-3 circuits to ensure 95% CONUS coverage for secure voice, video, and data transmission across classified DoD networks. The requirement is sole-sourced due to AT&T’s exclusive ownership of the proprietary infrastructure, including specialized hardware, schematics, and facility access, which cannot be replicated by any other entity, justifying award under FAR 6.302-1. Technical acceptability is assessed only to confirm minimum resource adequacy—labor categories, hours, equipment, and costs—without evaluation of superiority, aligning with a Lowest Price Technically Acceptable approach. Performance is continuously monitored through 24/7/365 network operations, with acceptance based on system availability, fault resolution timelines, and uninterrupted service during flight missions. AT&T holds top secret facility clearances and maintains a dedicated operational team with irreplaceable institutional knowledge, serving as the sole point of contact for flight scheduling, circuit provisioning, and maintenance coordination.
