The U.S. Fish and Wildlife Service (USFWS) is issuing a sole source requirement under federal acquisition regulations for GPS collars with advanced capabilities, specifically the Lotek Model 4400M. These collars must allow remote adjustment of their duty cycle and enable on-demand, two-way radio communication between the user and the collar. USFWS has determined that Lotek Wireless Inc. is the only responsible source able to fulfill this need due to the unique technological features of their product and prior purchases of related equipment from the same manufacturer, ensuring compatibility and avoiding costly duplication. The procurement involves the purchase of three units of the Lotek Model 4400M along with associated command units and connections. Interested parties with similar capabilities are invited to submit documentation of their qualifications for consideration by the stated deadline; however, this notice is not a solicitation for competitive proposals. The agency will consider any capability statements received but intends to proceed with a sole source award to Lotek Wireless Inc. Questions and submissions should be directed to the designated USFWS Contract Specialist.

In addition, a command unit, connections and some collars were previously purchased under another order. Only the same make and model will satisfy the agency's needs for these additional units. Purchase of any other make would result in incompatibilities and substantial duplication of cost to the Government that is not expected to be recovered through competition. Any parties who feel they have the capabilities required to do the above are welcome to provide documentation on their expertise and qualifications for consideration by 17 December 2010, 10:00 AM ET (8:00 AM MT). All such documentation should be sent to the point of contact listed in this announcement. This notice of intent is NOT a request for competitive proposals. The intent of this announcement is to determine if any source(s) exist. Therefore, a solicitation will not be made available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The USFWS point of contact for this requirement is Jacqueline Carter, Contract Specialist at +1 (555) 000-0000, contact@example.gov, FAX +1 (555) 000-0000.
