The County of Hawaii, through its Parks and Recreation agency, has issued a solicitation titled "NOTICE OF AND REQUEST FOR EXEMPTION - MEDICATIONS AND SUPPLIES" with solicitation number 26-0150. This notice, posted on December 31, 2025, invites interested parties to review a request for exemption related to the procurement of specific goods or services. Vendors who have objections to this sole source or exemption request must submit their written objections via the OpenGov portal by January 9, 2026. Any objections must be adequately supported to be considered valid and must be submitted on time to influence the procurement process. These objections, once received, will temporarily put the exemption request on hold while the procurement officer evaluates and responds to the concerns raised. The procurement effort is managed by the Parks and Recreation department, based in Hilo, Hawaii, with Javelin Barco, a Buyer III, serving as the primary point of contact. Communications regarding inquiries are directed to a general Purchasing email, but the objections themselves must be uploaded through the specified online portal. It is emphasized that objections are not proposals or bids, and failure to submit them through the proper channel will result in disqualification from consideration. This process ensures transparency and provides vendors an opportunity to challenge the sole source or exemption justification before a final procurement decision is made.
