Pursuant to FAR 6.302-1(b)(1)(i), The National Science Foundation (NSF), the Directorate for Geosciences (GEO) negotiated a sole source purchase order with National Academy of Public Administration (NAPA) of Washington, DC to provide an evaluation study of the organizational structure of the Office of Polar Programs (OPP) and an evaluation of how the existing structure aligns with the program's mission and goals of GEO. NAPA is the only responsible source with a unique combination of characteristics essential for providing the requested services to meet the agency's needs. The notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. See the attached Justification & Approval for details.
