Deployable Radar Approach Control (D-RAPCON) Notice of Contract Action (NOCA) This is a Notice of Contract Action (NOCA). The AFLCMC/HBAK Landing Systems Branch anticipates awarding a contract with Raytheon Company (Raytheon) of Marlborough, MA in Fiscal Year (FY) 2020 for the refurbishment of the Pre-Production D-RAPCON unit (PPU). This synopsis is for a proposed contract, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "only one (1) responsible source and no other supplies or services will satisfy agency requirements." This is a follow-on contract where the PPU was previously manufactured by Raytheon under Contract FA8730-13-C-0014, awarded on 24 April 2013. Raytheon is the only known firm capable of meeting the Government's requirement for refurbishment of a developmental "Deployable" Radar Approach Control System developed by Raytheon that has an FAA approved aircraft tracking system. The D-RAPCON refurbishment when procured will address the operational requirements for an RAPCON system. The D-RAPCON system is a transportable Air Traffic Control (ATC) radar approach control system to provide services, day and night, in most operational weather conditions, to military and civil aircraft for tactical locations and fixed-base restoral operations. With D-RAPCON, the USAF will have a supportable, adaptable, resilient, enduring/persistent, expeditionary terminal approach and en-route to 200 nautical miles (NM) surveillance and control capability for joint, coalition, and civil aircraft to use worldwide. The contract is scheduled to be awarded on a Cost Plus Incentive Fee basis. The North American Industry Classification System (NAICS) Code for this effort is 334511. This will be a sole source procurement conducted in accordance with Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1 and FAR 15.4. In addition, it will be supplemented by the DFARS, AFFARS and the Air Force Source Selection Mandatory Procedures. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. Interested parties may submit a capabilities statement, proposal, or quotation which shall be considered by the Government to the identified point of contact no later than 10 July 2019, 2:00 PM, ET. Such capabilities will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No RFP will be issued based upon this NOCA. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to HBAK. This notice is not a commitment from the Government.
