NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Operational Test and Evaluation Center (AFOTEC) intends to issue a Request for Proposal (RFP) for Operational Test & Evaluation Services (OTES) on or about 3 October 2011 with written proposals due 30 days later or on or about 2 November 2011. The OTES acquisition is to obtain Operational Test and Evaluation (OT&E) services as a follow-on effort to the AFOTEC Evaluation Test Services (ETS) contract. Services include a broad range of engineering, technical, and analytical services in support of OT&E activities. OT&E activities include: integrated test functions for U.S. Air Force and Multi-Service air, space and cyberspace acquisition programs; test design; test planning, execution, and reporting; post test data analysis; information assurance evaluation; digital test tool development and associated tool training; special studies and analysis; and, research and development of test capability requirements, shortfalls, and solutions. This is a 100% small business set-aside for only those small businesses designated as "small" under the NAICS 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a size standard of 1,500 employees. The government anticipates to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with cost plus fixed fee task orders as a result from this solicitation. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fbo.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. Award will be made on a best-value continuum evaluation methods plus acquisition procedures as described in FAR Part 15, as supplemented. Contract award will be made to the offeror(s) who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. Foreign participation is not allowed due to security access restrictions. Potential offerors must have current security clearances at the classification level as specified in the DD Form 254 and must show the ability to provide the appropriate security level documented in the RFP. All potential offerors are reminded, in accordance with DFARS 252.204-7004 Alt A, Required Central Contract Registration, that lack of registration in the CCR database with a CAGE code by 2 November 2011 will make an offeror ineligible for award.
