The United States Agency for International Development (USAID) Senegal plans to modify its existing contract with International Resources Group for the Agricultural Natural Resource Management (Wula Nafaa) Project. This project focuses on promoting sustainable, profitable, and decentralized management of Senegal's agricultural, marine, and natural resources through four main components: wealth creation, local governance, biodiversity conservation, and policy and communications. The intended contract modification will enlarge the scope of work and increase the level of effort particularly in the areas of wealth creation and policy and communications to address new opportunities linked to Senegal's participation in the President's Global Food Security Response. Additionally, the small grants program under the contract will be expanded to support activities related to chimpanzee conservation as well as water and sanitation initiatives. This contract modification will be awarded non-competitively under the authority of FAR 6.302-1(a)(ii)(A)(B), meaning no solicitation documents will be issued for competitive proposals. However, interested parties are invited to express their interest and capability within 15 days of the notice publication, although the decision not to compete remains at the full discretion of the government. The notice serves as an informational announcement rather than a solicitation, and any received expressions of interest will be used solely to assess whether a competitive procurement process is warranted. The work will be performed primarily in Dakar, Senegal, and involves coordination with USAID/Senegal officials including a Senior Acquisition and Assistance Specialist and a Regional Contracting Officer.
