This is a notice of intent to award a sole source, firm fixed price purchase order to MGX Equipment Services, Inc. for the acquisition of one (1) used 2019 Grove GRT880 80-Ton Rough Terrain Crane (Serial #: 236124).

The Deparment of the Air Force has a requirement for this specific crane to support the mission of the 704th Test Group, Detachment 1, at the National Radar Cross Section Test Facility (NRTF). The crane is required to support operational tasks including loading and unloading trucks, mounting and dismounting large test targets, and other mission support activities.

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implmented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquistiion is being conducted using commercial product procedures under FAR Part 12 and FAR 13.501.

The justification for the proposed sole source award is as follows:

  • MGX Equipment Services, Inc. is the only known source capable of providing the specific used crane, Serial Number 236124, required by the Government.
  • This crane is currently located on-site at the point of need and has been operated by the requiring activity since 2019. The Government possesses knowledge of the asset's operational and maintenance history, which reduces the technical and performance risks associated with acquiring a different used crane.
  • Acquisition of any other new or used crane would require return of the currently leased asset and would likely result in a significant capabiltiy gap while the Government identifies, procures, transports, inspects, and places another crane into service.
  • Market Research and a rent-versus-buy analysis have determined that purchasing this specific crane from the identified source represents the most advantageous solution for the Government.

This notice of intent is not a request for competitive proposals, and no solicitation document is available. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties may identify their interest and capability to respond to the requirement no later than 2:00 PM Central Time on March 16th, to the point of contact identified in this notice.

The AEDC Velocity Alliance is a strategic multi-billion dollar consortium established by the Department of the Air Force, through the Air Force Test Center and Arnold Engineering Development Complex, under the authority of 10 U.S.C. 4022 and 10 U.S.C. 2808a. The initiative aims to accelerate the sustainment, restoration, and modernization of critical national test infrastructure to support next-generation defense systems through Fiscal Year 2032. The consortium creates a pre-qualified industrial base of members who will exclusively compete for a diverse portfolio of complex engineering and construction projects. These projects are organized into 15 technical categories, including high-pressure process systems, high-voltage electrical infrastructure, specialized industrial construction, and advanced mechanical engineering services. Membership is obtained through a phased onboarding process requiring the submission of a whitepaper not exceeding ten pages. Applicants must demonstrate technical competency and partnership capabilities by identifying at least one partner that qualifies as a Non-Traditional Defense Contractor, Small Business, or Nonprofit Research Institution. Mandatory requirements for onboarding include Joint Certification Program compliance and verified cybersecurity standards, specifically a validated CMMC Level 2 certification or a current NIST SP 800-171 assessment in SPRS. Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. section 4022 for the Arnold Engineering Development Complex (AEDC) Facility Digital Twins and Predictive Analytics project. This multi-year initiative aims to modernize facility documentation by creating high-fidelity, engineering-grade 3D digital twins of critical infrastructure. The initial phase, scheduled for Fiscal Year 2027, focuses on the Von Karman Gas Dynamics Facility (VKF), with plans to eventually scale the methodology across more than 2.5 million square feet of facility footprint. Technical requirements specify a minimum Level of Detail (LOD) of 350/400 and a dimensional accuracy of +/- 1/4 inch, utilizing Autodesk Revit for architectural and structural models and Autodesk Plant 3D for intelligent process models. As an Other Transaction Agreement, this effort is not subject to the Federal Acquisition Regulation, though it requires compliance with 31 U.S.C. section 1352 and DPAS regulations. All work must be performed within the continental United States, and performers must adhere to strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-standards, as all project data is handled as Controlled Unclassified Information. Submissions are evaluated based on technical merit, program management, scalability, and cost realism. The pricing structure consists of a firm-fixed-price base phase with milestone-based payments and separate priced or rough order of magnitude option phases. Interested parties must maintain active SAM registration and a valid Joint Certification Program certification to access export-controlled data.
