Notice of Intent

USAID plans to negotiate a non-competitive one-year extension to contract number 72011219C00001 with Cultivating New Frontiers in Agriculture (CNFA) for the Private Sector Activity (PSA) in Azerbaijan. Originally awarded through full and open competition on September 18, 2019, the contract currently ends on September 17, 2024. The extension, authorized under AIDAR 706.302-70(b)(5), allows for sole-source negotiation due to the specialized nature of services CNFA provides, where changing providers would lead to substantially higher costs or unacceptable delays. The proposed extension will extend the contract's performance period from September 18, 2024, to September 17, 2025, with an estimated increase in the Total Estimated Cost of $3.5 million. This action is being managed by USAID/Azerbaijan, with the place of performance in Baku, and falls under NAICS code 561990.
