Full Description

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE Marine Corps Installations West Regional Contracting Office (MCIWEST RCO) intends to award a purchase order on a sole source basis on or about September 29, 2015 to HDT Expeditionary Systems, Inc. Per reference FAR 13.501(a)(1), the contracting officer has determined that only one source is reasonably available. The prospective contractor shall provide (1) transportable interactive command system. A Redacted Sole Source/ Name Brand Determination and Findings Letter is attached to this notice. At this time, HDT Expeditionary Systems, Inc. is the only identified source that manufactures a product that is technically acceptable per the unit's mission specifications. The unit requires remote connectivity and the capability to turn any surface into a smart screen via "smart" projection, as well as 3D applications that the third party software does not offer. This is imperative to MEUs must often deploy smaller units to locations where C2C is provided remotely and virtual presentations are necessary to mission accomplishment. Additionally, this product was designed specific to the constant movement particular to military deployments, specifically to meet the needs of military Command and Control centers across the military. Use of a different product would result in unacceptable delays in moving C2C groups, which are time sensitive, as well as operational inefficiencies resulting from using components that are not inherently built together. This will cause significant increases in costs to replace when the unit is located overseas during their deployment or unusable gear as it is not compatible with space allocated by embarking manifests. The North American Industry Classification System (NAICS) code for this requirement is 334118 with the size standard of 1000 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within ten calendar days of publication of this notice, shall be considered by MCI-WEST RCO for future requirements as they are identified.
