This is a notice of intent to award a sole-source, firm-fixed-price contract to Phillips Corporation, Inc. (CAGE: 3MPQ0), 7390 Coca Cola Drive, Suite 200, Hanover, MD 21076.


The 436th Contracting Squadron, Dover Air Force Base, DE, intends to procure one (1) new HAAS UMC-750 5-Axis Vertical Milling Machine, including required factory options, delivery, installation, and training, in support of the 436th Maintenance Squadron (MXS). The machine is required to fabricate non-procurable, mission-critical components for the C-5M and C-17 aircraft fleets, directly supporting aircraft availability and mission readiness.


This notice is NOT a request for competitive proposals. No solicitation package is available. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government, would not compromise the Government's requirement for standardization, and that the responding party can provide the exact HAAS UMC-750 machine. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
