The contract amendment extends the existing sole source agreement with Atmospheric Technology Services Company, LLC (ATSC) for meteorological support services (MSS) at the United States Army Garrison-Kwajalein Atoll/Reagan Test Site. This revised notice shortens the planned extension from 18 months to 12 months, consisting of one 6-month period and two optional 3-month periods. The extension is intended to maintain continuity of highly specialized weather support services critical to technical operations, including mission forecasting, post-mission atmospheric data analysis, emergency weather support, and aviation and marine assistance, while the follow-on competition is prepared and published. This sole source extension is justified under the Federal Acquisition Regulation (FAR) clause allowing non-competitive awards when services are only available from the original provider to avoid delays significantly impacting mission readiness. The Army Contracting Command at Redstone Arsenal will manage the contract, with no request for competitive proposals issued at this time. Interested parties are advised to monitor the future solicitation through official channels, but the government will not reimburse costs associated with submissions to this notice. The contract emphasizes continuity of mission-critical meteorological services without interruption during the transition to a new supplier.

Amendment 1 to the original Notice of Intent posted on 11 June 2015. This is a REVISED NOTICE OF INTENT TO EXTEND ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This revision decreases the extension from 18 months to 12 months on METEOROLOGICAL SUPPORT SERVICES (MSS) to Atmospheric Technology Services Company, LLC (ATSC). Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Army Contracting Command-Redstone Arsenal (ACC-RSA) plans to award up to a twelve month, sole source contract extension (consisting of one 6-month extension and two 3-month option periods) to current contract number W9113M-07-C-0067 with ATSC, 3100 Monitor Avenue Suite 140, Norman, OK 73072. This extension allows time to perform the follow-on competition which will be published on FedBizOpps at a future date. The extension options will only be exercised in the event of further delays with the follow-on competition. The authority for this sole source award is FAR 6.302-1 (a)(iii)(B) - For DOD services may be deemed available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. No other known source can provide these services and be in place by the 4 November 2015 required timeframe. This effort continues MSS support to the United States Army Garrison-Kwajalein Atoll/Reagan Test Site (USAG-KA/RTS). The requirement involves support for both technical operations and base support, including (but are not limited to) preparation for and execution of RTS missions through operation of equipment and instrumentation to collect required atmospheric data for mission forecasts and post mission analysis, as well as emergency weather support, aviation and marine support, and community weather forecasts. This notice of intent is for information purposes only and not a request for competitive proposals. Interested parties in the follow-on MSS contract should stay informed of its progress through FBO under Sources Sought Number W9113M-1X-R-000X. The Government will not reimburse for information submitted nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this notice. A determination not to compete this proposed contract action is solely within the discretion of the Government.
