The U.S. Army Corps of Engineers, New York District, is preparing to award a construction project for a fire station at Picatinny Arsenal, NJ, which includes a specialized brand name component. The construction project is being competitively solicited under solicitation number W912DS-07-B-0004, but the brand name system involved—the Nederman Magna Track® HL exhaust system—will be acquired through a potential sole source process if no compatible alternatives are found. The Nederman system is critical to the project as it supports exhaust nozzles on fire trucks that facilitate the extraction of vehicle exhaust utilizing a magnetically attached vertical hose and a radio frequency control mechanism. This system is required to meet specific technical parameters, including a 10 HP motor running at 3500 RPM, static pressure of 6 WG, and capabilities to respond to an FCC-approved transmitter frequency (LLB4712) to control fan activation automatically when emergency vehicles start. The Notice of Intent serves to inform potential suppliers about the government's intent to procure this brand name equipment and requests information from vendors who might offer compatible alternatives. Vendors interested in submitting relevant technical details or brochures must do so by March 28, 2007, by 2:00 pm. This notice is for planning purposes only and does not constitute a solicitation or guarantee of contract award. The government emphasizes that any submissions received will be used solely for market research and will not result in ranking or formal responses. The overall purpose is to ensure availability of the necessary exhaust system integral to the fire station project while exploring competitive or sole source procurement avenues where appropriate.

This notification serves three purposes: (1) to notify potential offerors of the Armys intent to award a brand name only component under a construction project, (2) to identify potential sources that can provide the brand name only item and (3) notification of the Armys intent to sole source a Brand Name Only system, Nederman Magna Track HL, as described below. The Nederman system is embedded in the construction project, which is being issued competitively. Only that part of the project requiring the Nederman system will be sole source if no sources are able to provide a compatible system. The system proposed shall meet the following requirement, 10 HP, 3500 RPM, TEFC Motor, Static Pressure 6 WG, Electric 208-230/3/60 and must provide the magnetic starter and local safety disconnect switch. The exhaust fan and associated system must be capable of receiving radio frequency from the emergency vehicles at an FCC approved frequency of LLB4712. The FCC approved transmitter frequency shall serve to act as a remote control for the fan start up to ensure that the exhaust system is always running whenever the emergency vehicle is in operation. This Notice of intent requests that any vendor wishing to provide information on a system that is compatible with the Nederman nozzle affixed to the rescue vehicles should provide a copy of its brochure and any other pertinent technical data. Responses should include: (1) A technical description on the vendors vertical hose having the capacity to achieve a 100% exhaust extraction from the vehicle nozzle. The nozzle should slip off smoothly when the electromagnet is automatically switched off as the vehicle passes through the door. This concept and configuration should stay in position during the travel of the vehicle within the fire station. The system shall meet the above identified technical requirements. Progressive Design Build - 26,000 SF hangar at Lakehurst on Joint Base McGuire-Dix-Lakehurst (JBMDL).
Solicitation # W912DS27S0005
The U.S. Army Corps of Engineers, New York District, is seeking industry feedback for the design and construction of a new approximately 26,000 square foot Naval Secure Test and Research (NavSTAR) hangar at Joint Base McGuire-Dix-Lakehurst in New Jersey. The project, with an estimated acquisition magnitude between 50 million and 75 million dollars, aims to provide a permanent, secure facility to support simultaneous 1-in/1-out fixed-wing carrier aircraft compatibility testing. The government is considering a Progressive Design-Build delivery method via an Other Transaction Agreement under 10 U.S.C. 2808a. This approach would involve a two-phase process: an initial phase for collaborative design and pre-construction, followed by a second phase for final design, construction, and commissioning upon the agreement of a fair and reasonable Guaranteed Maximum Price. The facility will feature a steel-frame structure with a climate-controlled maintenance and testing bay, a maintenance workshop, two logistics warehouses, a payloads storage room, and a security office. Critical requirements include secure rooms certified to ICD 705 standards, a 750 kW standby generator, and robust cybersecurity for all facility-related control systems. Site infrastructure will include a dedicated fixed-wing taxiway connecting to the adjacent catapult system, a rotary-wing parking apron, and approximately 650 linear feet of industrial security fencing with two overhead vehicle slide gates. The contractor must ensure zero unplanned disruptions to active aircraft testing during utility tie-ins and adhere to DoD Unified Facilities Criteria for energy efficiency and antiterrorism standards.
