Notice of Intent for D2 Tool Steel Electro Slag Remelt (ESR) Bars

The Department of Treasury, through the Treasury Common Services Center–Acquisition Services, intends to award a sole source Firm Fixed Price contract to Redding Steel, LLC for the procurement of D2 Tool Steel Electro Slag Remelt (ESR) Bars, a critical raw material used in the manufacturing of surface pieces for United States currency at the Bureau of Engraving and Printing facilities in Washington, D.C., and Fort Worth, Texas. Redding Steel is the only verified and approved source capable of producing bars that meet the stringent specifications outlined in Attachment A, which details dimensional tolerances and material requirements, including AISI D2 air hardening tool steel with a hardness of 58–60 HRC and a surface roughness of 0.8–1.6 micrometers RA. The contract will take the form of a five-year Blanket Purchase Agreement with twelve-month ordering periods, and the estimated value is $225,000. Delivery is F.O.B. destination to the BEP’s D.C. Currency Facility at 14th & C Streets SW, Washington, D.C., with shipments required to be addressed to the Office of Engraving and accompanied by packing slips containing specific details including bill of materials, supplier information, contact details, contract number, total pallets, weight, and delivery date. All shipments must be properly packaged to prevent surface or edge damage, and tracking information must be provided to the Contracting Officer Representative within 24 hours of dispatch. The contractor must comply with the BEP Environmental, Health, and Safety requirements detailed in 75D-07.0-04 and undergo a pre-award EHS review. Each shipment must include a Certificate of Conformance verifying chemical composition, hardness, steel grade, and batch number, along with a written warranty ensuring the bars are free from surface defects, scratches, or edge damage for one year after full acceptance by the Contracting Officer Representative. Defective material is defined as bars exhibiting excessive surface or internal irregularities, including pitting or inclusions that affect 25% or more of the usable cross-section or length after EDM processing, and the contractor is required to replace all non-conforming items at no cost to the government, including all shipping and handling expenses. The contractor must provide immediate written notice to the Contracting Officer and Contracting Officer Representative of any potential delays or deviations from technical requirements, and any such deviations require prior written approval.
