The Naval Medical Logistics Command intends to award a sole source, firm fixed price contract to ECRI Institute for subscriptions to Health Devices Gold, Alerts Tracker, and Biomedical Benchmark. These services will support the Naval Medical Logistics Command, the United States Army Medical and Material Agency, and the Air Force Medical Operations Agency by providing unbiased, evidence-based healthcare research, patient safety data analysis, and access to specialized publications and consulting. The procurement is conducted under the authority of FAR 13.501(a) and 10 U.S.C. 2304(c)(1), as ECRI Institute is identified as the only responsible source capable of providing these proprietary tools. The contract is classified under NAICS code 519130 and covers a period of performance consisting of a base year plus four option years, spanning from 2014 to 2019. While the government identified ECRI as the sole technically acceptable provider, the notice allowed interested parties to submit capability statements and technical data to determine if a competitive procurement was warranted. The acquisition is managed by the Department of Defense through the Naval Medical Logistics Command office located in Fort Detrick, Maryland.
