The contract involves a sole source award to Spectrum Systems LLC for the renewal of 1,000 enterprise subscription licenses and server support for the Tomoye Ecco 3.x software, which is essential for the Air Force Financial Management organization. This software, originally developed by NewsGator Technologies Inc. (now Sitrion), enables real-time collaboration, decision-making, and workflow efficiency across geographically dispersed financial management teams. It is used to improve financial analysis, streamline training development, and support audit readiness in accordance with Department of Defense standards, helping to reduce redundant efforts and save costs. Due to Sitrion not being registered in SAM.gov, the award must be made through the authorized reseller Spectrum Systems, which holds the appropriate GSA schedule. The software plays a critical role in enhancing operational effectiveness by facilitating integrated communication tools that allow users to brainstorm, track progress, and develop improved financial management solutions despite constrained budgets and reduced travel funding. Senior enlisted leaders and career field managers rely on the platform to update training materials and share expertise, thereby maintaining high-quality workforce development and collaboration across the Air Force Financial Management community. Failure to renew the subscription would negatively affect financial decision-making, resource allocation, training development, and overall mission readiness at the Air Education and Training Command (AETC) and other associated units. The contract is managed by the 502 Contracting Squadron at JBSA Lackland, Texas, with performance at JBSA Randolph, Texas.

Notice of Intent for Sole Source award Spectrum Systems LLC for the purchase of Tomoye Ecco 3.x Enterprise Suscription License renewal IAW 8.405-6(a)(1)(i)(B). The Air Force Financial Management organization has a requirement to provide enterprise-wide program management to improve innovation, streamline decision making, and reduce repetitive tasks across the team. The software licenses (1000) and server support are provided by Sitrion ( formerly Newsgator Technologies Inc.) The software licenses and server allow members and employees to work operational problems real time and better share our disbursed experience in crafting solutions to financial management challenges and save dollars by mitigating duplicative work across the FM team. This software and server support real-time teaming and improved decision-making through an integrated capability that allows users to use a variety of tools to brainstorm, evaluate, update and track progress in developing: financial analysis techniques and improve solutions development in a more constrained fiscal environment. This software has been a key in developing standard practices in financial services and hosts years of intellectual data mined to help the Air Force achieve Audit Readiness standards set by the Department of Defense, achieve quality control standards, mitigate manpower reductions by improving teamwork across our geographically separated units, and strengthen training and force development. This software is peculiar to one manufacturer NewsGator Technologies Inc. dba Sitrion, and is propriety in nature. They own the source code and currently allow only one third-party reseller of this software and the subsequent maintenance to Spectrum Systems, LLC. Spectrum Systems is able to provide the software through their GSA scheudle. Currently, Sitrion is not registered in SAM.gov, therefore, award cannot be made to Sitrion, leaving the only other option to be Spectrum Systems. If the Air Force Financial Management team does not acquire this software, it will impact AETC's financial decision management and resource allocation process. It will impact the ability to develop new training for personnel. Senior enlisted leaders across the FM community use this software to better collaborate on training updates for entry level enlisted training. The FM officer/civilian Career Field Manager also utilizes the Forums to update and develop new officer and civilian training; with the large reduction in travel funding, the FM community uses this collaborative software to mitigate travel funding constraints while still providing important updates to training.
