Notice of Intent for use of brand name or equal descriptions to meet requirements under section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as referenced in DFARS 206.103-170(c) (DFARS CD 2026-O0017, Rev. 1).
SPECIAL NOTICE: The U.S. Army Corps of Engineers Seattle District (USACE) will be soliciting proposals for future Sentinel construction projects titled: “Infrastructure Utility Improvements; Consolidated Maintenance Facility (CMF); Integrated Training Center (ITC); Missile Handling Complex (MHC); Integrated Command (Wing) Center (ICC); and Operational Group Facility (OGF)” located at Malmstrom Air Force Base.
As part of the construction solicitations, USACE intends to include the following brand name requirement: LINX Predator Elite (LPE) Annunciator.
This brand name will provide Electronic Security System (ESS) (to include Intrusion Detection Systems (IDS), Closed-Circuit Television (CCTV) and Access Control Systems (ACS)) equipment that meets facility security standards, such as ICS 705-1, IC Tech Specs for ICD/ICS 705, as well as security standards for Top Secret and Secret collateral spaces identified in DODM5200.01V3 and AFMAN 16-1604V3.
An approved ESS is required to be installed that is compatible with the existing system on Malmstrom Air Force Base. The current system operated at Malmstrom AFB is Prometheus Security Group LINX Predator Elite (LPE) for Protection Level 1 through 4 non-nuclear assets.
This is not a solicitation for competitive proposals; however, if any interested party believes they can meet the requirement for a brand name or equal description for the LINX Predator Elite (LPE) Annunciator, they may submit a capability statement to the point of contact listed in this Special Notice.
All information furnished must be in writing and must contain sufficient detail to allow USACE to determine if the interested party can perform the requirement described herein. Compatible system(s) must comply with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Provision 52.225-12, Notice of Buy American Requirement-Construction Materials Under Trade Agreements, and RFO Clause 52.225-11, Buy American-Construction Materials under Trade Agreements.
All responsible sources may submit a capability statement, which shall be considered by the agency. The submission must be received no later than 10:00 AM PT on July 8, 2026, to javon.m.milller@usace.army.mil
