Full Description

55 CONS/LGCZ, Offutt AFB, NE intends to award a sole source order on the GSA Schedule to PESA Switching Systems, Inc. under authority of FAR 8.405-6 Only one responsible source and no other supplies or services will satisfy agency requirements. PESA equipment as used and configured in the USSTRATCOM Global Operations Center has been TEMPEST/security certified by DIA to distribute information at all classification levels within the SCI facility. This security certification is absolutely critical to meeting the user's fundamental requirements, because the video distribution equipment must be capable of simultaneously processing and separating signals across the classification spectrum up to and including TS/SCI. Use of another manufacturer's equipment would revoke the GOC's VDS SCI certification/Approval to Operate. Using equipment other than PESA would require replacement of the GOC's extensive fiber optic-based video signal cable plant at enormous cost and with unacceptable, long term (i.e., 3 month plus) negative mission impact. Further, with severe space/rack limitations in the GOC equipment rooms, replacement equipment must fit within existing space allocation for the GOC VDS. The PESA system is the only integrated set of manufacturer's equipment known to provide the full range of functionality required by the user for their operational command and control processes. Integration of another manufacturer's equipment into the GOC infrastructure would necessitate a massive re-engineering effort to identify parts of the existing infrastructure that would no longer be compatible with a new set of hardware. Once the previously-mentioned re-engineering was complete, a substantial quantity of new peripheral equipment would be needed to be purchased, in addition to the VDS hardware, to overcome interface issues with the potential to drive engineering changes to still other subsystems. A requirement to perform a re-engineering effort would have schedule impacts unacceptable to the user, affecting other critical projects underway. Use of another manufacturer's hardware would likely necessitate an extensive re-training effort to familiarize the GOC battle staff with the new equipment, and violate a user requirement to provide a user interface consistent with that used in the USSTRATCOM Global Operations Center at present, to preclude creating a situation where training issues result in loss of personnel effectiveness in time-critical situations. Procurement through the manufacturer PESA Switching Systems, Inc. on a sole source basis will allow the government a unique opportunity to save a considerable amount in trade-in value by turning in the current GOC PESA equipment for credit. This notice is neither a request for competitive proposal nor a solicitation for offers. A determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the government. This notice should not be construed as a commitment by the Government.
