Notice-of-Intent-not-a-solicitation Local Service Agreement

The General Services Administration (GSA) intends to extend the existing Regional Local Service Agreement contract GS02T11CLD0014 with Puerto Rico Telephone, Inc. on a sole-source basis to continue services until May 31, 2023. The current contract is set to expire on May 30, 2020, and this extension, valued at an estimated $68 million, is authorized under the FAR 6.302-7 public interest exception which permits award without full and open competition. This extension is not a solicitation and is necessary to provide agencies additional time to incorporate IT modernization initiatives during the transition from WITS 3 to the Enterprise Infrastructure-Solution (EIS) contracts. The contract covers wired telecommunications services under NAICS code 517311 and involves work performed at multiple locations in New York, New Jersey, and Puerto Rico. GSA determined this extension serves the public interest by enhancing cybersecurity measures, improving technical and operational efficiencies, and promoting long-term cost savings. The extension supports GSA’s broader IT goals while ensuring continuity of vital telecommunications services during a key period of infrastructure transition.
